The Zoning Board is appointed by the City Council. The ZB can approve Applications for Building including fences. They can only give recommendations to the City Council for a Conditional Use Permit and for a Zoning Change.

The City of Beach does NOT have a licensed property surveyor on staff. If there is a dispute on property lines, The City recommends hiring a professional surveyor.
